In-lieu fees are fees that developers are allowed to pay to a City’s affordable housing fund instead of building units. Los Altos has not allowed in-lieu fees, but is reconsidering this issue. Until 2019 Mountain View encouraged the payment of in-lieu fees instead of building ownership BMRs, but has changed this policy and is requiring that units be built in most circumstances.
